When do the sale and discounts periods begin in winter exactly?

Hi, we used to have official "Winterschlussverkauf" and "Sommerschlussverkauf", but nowadays every shop can have their seasonal sales whenever they want to.
Nevertheless, because customers have been used to the winter and summer sales periods for a long time, the seasonal sales and discounts still take place at roughly the same dates than before.
For winter, first discounts start directly after Christmas, but the main sales season starts in the third week of January and lasts for about 2 weeks.
